Bills — National Disability Insurance Scheme Amendment (Streamlined Governance) Bill 2019; Second Reading
- National Disability Insurance Scheme Amendment (Streamlined Governance) Bill 2019 - Second Reading - Agree with the bill's main idea
Description

Scott Ryan

It being 7.20 pm, I propose that the Senate do now adjourn. No, the Clerk has corrected me. I'll put the question on the second reading, as amended.

A division having been called and the bells being rung—

- The majority voted in favour of a [motion](https://www.openaustralia.org.au/senate/?id=2019-11-13.191.2) to agree with the main idea of the bill, as amended. In parliamentary jargon, they voted to read the bill [for a second time](https://www.peo.gov.au/understand-our-parliament/how-parliament-works/bills-and-laws/making-a-law-in-the-australian-parliament/). This means that they can now discuss the bill in greater detail.
- ### Main idea of the bill
- According to the [bills digest](https://www.aph.gov.au/Parliamentary_Business/Bills_Legislation/bd/bd1920a/20bd026):
- > *The purpose of the National Disability Insurance Scheme Amendment (Streamlined Governance) Bill 2019 (the Bill) is to amend the National Disability Insurance Scheme Act 2013 (NDIS Act) to:*
- >
- > * *introduce new requirements for appointments to the Board of the National Disability Insurance Agency (the Agency) and the Independent Advisory Council*
- > * *establish a 28 day requirement for consultation with host jurisdictions for certain matters and*
- > * *re-categorise some of the National Disability Insurance Scheme rules (NDIS rules) from Category A and Category C to Category D.*

Larissa Waters

Mr President, I had the impression that we'd already gone to adjournment. What has just transpired? We actually didn't hear it.

Scott Ryan

I was corrected by the Clerk—because I was five seconds early—that it was appropriate to put the second reading because we had started the amendments on the second reading. I therefore put the second reading because we'd commenced those divisions and I was five seconds early. At the request of the whips, I will now ask that the bells be rung for four minutes. The question is that the second reading, as amended, be agreed to.
