<p>The question now is that this bill be now read a second time.</p>

- The majority voted against a [motion](https://www.openaustralia.org.au/senate/?id=2018-12-06.85.2) to ignore the usual procedural rules so that Senator [Cory Bernardi](https://theyvoteforyou.org.au/people/senate/sa/cory_bernardi) (SA) can move an amendment. In parliamentary jargon, the motion was:
- > *That so much of standing orders be suspended as would prevent me from moving my foreshadowed second reading amendment.*
<p>I seek leave to move the second reading amendment that I foreshadowed during my speech, that this bill be put off until after the next federal election.</p>

<p>Well, I will move to suspend standing orders. I'm perfectly entitled to do that.</p>

<p>I will check with the Clerk; I require advice. My advice is that because of the time limit motion put in place, Senator Bernardi can move a suspension of standing orders but it cannot be debated.</p>

<p>As I understand it—and I will allow the Clerk to correct me—my advice is that a motion to suspend the operation of the time-limited debate motion can be debated but no other motion can be debated. So you're seeking to suspend standing orders to allow you to move a foreshadowed second reading amendment?</p>

<p>Yes.</p>

<p>That cannot be debated. So the question is: does the Senate agree with Senator Bernardi's motion to suspend standing orders to allow him to move a second reading amendment?</p>
