The question now is that this bill proceed without formalities.
This means that the normal parliamentary formalities that can delay bills will now be ignored and so the bill can proceed through the Senate faster.
As the Annotated Standing Orders of the Australian Senate explains:
this [type of motion] shall have the effect of suspending any requirements for stages of the passage of the bill or bills to take place on different days, for notice of motions for such stages, and for the printing and certification of the bill or bills during passage
