<p>On behalf of the Australian Greens and Senator Xenophon, I move the second reading amendment on sheet 6020 revised:</p>
<p class="italic">At the end of the motion, add “and that:</p>

- Background to the bills
- The [http://www.aph.gov.au/Parliamentary_Business/Bills_Legislation/Bills_Search_Results/Result?bId=r4215 Carbon Pollution Reduction Scheme (Consequential Amendments) Bill 2009 (No. 2)] and six other related bills were introduced as a package to introduce the [http://en.wikipedia.org/wiki/Carbon_Pollution_Reduction_Scheme Carbon Pollution Reduction Scheme]. These bills reflect the [http://parlinfo.aph.gov.au/parlInfo/search/display/display.w3p;query=Id%3A%22legislation%2Fbillhome%2Fr4123%22 Carbon Pollution Reduction Scheme (Consequential Amendments) Bill 2009] and related bills, as amended in the House of Representatives before they were negated in the Senate.[2]
- The scheme is an [http://en.wikipedia.org/wiki/Emissions_trading emission trading scheme] designed to reduce emissions of carbon dioxide and other [http://en.wikipedia.org/wiki/Greenhouse_gas greenhouse gases] in an effort to address [http://en.wikipedia.org/wiki/Climate_chnage climate change]. It gives effect to Australia's obligations under the [http://en.wikipedia.org/wiki/United_Nations_Framework_Convention_on_Climate_Change United Nations Framework Convention on Climate Change] and the [http://en.wikipedia.org/wiki/Kyoto_Protocol Kyoto Protocol].
- The design of the scheme has been criticised by the business community for threatening jobs and by environmentalists for not going far enough with its emission reduction targets.[3]
