<p>I move:</p>
<p class="italic">That so much of the standing and sessional orders be suspended as would prevent:</p>
<p class="italic">(1) debate on the second reading resuming immediately, with the time limit for Members speaking being 5 minutes; and</p>
<p class="italic">(2) the second reading debate continuing for no longer than 1 hour, after which the bill being passed through all its stages without delay.</p>
<p>I'd indicate that this is a contingent motion on the <i>Notice Paper</i> for the exact circumstances we face today, where there is an issue regarding security and where there is urgency in getting a bill across to the Senate. I respect the fact that that does put limits on some of the forms of the House that members would otherwise be able to use, but the government believes the nature of the legislation before us is the exact sort of circumstance where these procedures should be used.</p>

<p>I'll be brief given the urgency. The opposition has significant concerns with the proposition that there not be the opportunity to move amendments at the consideration in detail stage, which is a consequence of the motion moved by the Leader of the House. Separately to that, I want to move as an amendment to the motion moved by the minister:</p>
<p class="italic">That all words after "immediately" in paragraph (1) be omitted with a view to substituting the following words:</p>
<p class="italic">"with the Leader of the Opposition and the Member for Wannon to each speak for up to 10 minutes, and the time limit for all other Members speaking being 5 minutes".</p>
