Bills — Higher Education Support Legislation Amendment (Student Loan Sustainability) Bill 2018; Second Reading
- Higher Education Support Legislation Amendment (Student Loan Sustainability) Bill 2018 - Second Reading - Agree with the bill's main idea
Description

Kevin Hogan

In accordance with standing order 133, I shall now proceed to put the question on the motion moved earlier today by the Assistant Minister for Vocational Education and Skills on which a division was called for and deferred in accordance with the standing orders. No further debate is allowed.

Tony Smith

- The majority voted in favour of a [motion](https://www.openaustralia.org.au/debates/?id=2018-03-27.100.2) to agree with the main idea of the bill. In parliamentary jargon, they voted to read the bill for a [second time](https://www.peo.gov.au/learning/fact-sheets/making-a-law.html).
- ### What is the bill's main idea?
- The [bill](http://parlinfo.aph.gov.au/parlInfo/search/display/display.w3p;query=Id:legislation/billhome/r6051) was introduced to, [among other things](https://www.aph.gov.au/Parliamentary_Business/Bills_Legislation/bd/bd1718a/18bd096):
- * set a lower minimum repayment threshold of $45,000 per year with a repayment rate of one per cent
- * introduce a combined lifetime HELP loan limit of $150,000 for students studying medicine, dentistry and veterinary science courses, or $104,440 for all other students that is indexed to the Consumer Price Index (CPI);
- * change the indexation factor for HELP repayment thresholds from Average Weekly Earnings (AWE) to the CPI.

The question is that this bill be now read a second time.
