Title
Description
The majority voted in favour of a [http://www.openaustralia.org/debate/?id=2010-11-24.105.1 motion] that the words that Liberal MP [http://publicwhip-test.openaustraliafoundation.org.au/mp.php?mpn=Joe_Hockey&mpc=North_Sydney&house=representatives Joe Hockey] proposed to omit remain unchanged. The majority wanted the original motion, which was that the bill be read for a second time,(Read more about the stages that a bill must pass through [http://www.peo.gov.au/learning/fact-sheets/making-a-law.html here].
) to remain as it is.
Mr Hockey's amendment was:
''That all the words after “that” be omitted with a view to substituting the following words:''
''“the House declines to give the bill a second reading until:''
''(a) there has been laid on the table of the House a copy of an agreement reached between the Commonwealth and each of the states and territories about GST handback in relation to the measures in this bill;''(Read more about GST in Australia on Wikipedia [http://en.wikipedia.org/wiki/Goods_and_Services_Tax_%28Australia%29 here].
)
''(b) each of the states and territories has signed that agreement; and''
''(c) given that the state opposition parties in New South Wales and Victoria have signalled that they do not support the current agreement, the people of those states have voted in their upcoming state elections”.''
One member, Nationals MP [http://publicwhip-test.openaustraliafoundation.org.au/mp.php?mpn=Tony_Crook&mpc=O%26%2339%3BConnor&house=representatives Tony Crook], rebelled and crossed the floor to vote 'no' with the Greens.(Read more about what it means to cross the floor in our [http://publicwhip-test.openaustraliafoundation.org.au/faq.php#rebelandfree FAQ Section].
)
''Background to the bill''
The bill was introduced to vary the way the Commonwealth makes GST payments to states participating in the [http://www.federalfinancialrelations.gov.au/content/other_related_agreements/NHHN_Agreement.pdf National Health and Hospitals Network Agreement] (395 KB).(Read more about this bill, including its bills digest and explanatory memorandum, [http://www.aph.gov.au/Parliamentary_Business/Bills_Legislation/Bills_Search_Results/Result?bId=r4485 here].
